So: Steve goes back in time to put back all the Stones the moment after they were taken so as to unfuck the universe. He gets to Vormir and HELLO, there's the Red Skull, last seen in 1945 trying to destroy the Allies. Steve is unwilling to put up with the continued existence of the Red Skull, and throws the fuck down; Steve walks away from Vormir leaving the Soul Stone back in its red puddle but sans a guardian.
But there has to be a guardian, and the last person sacrificed to it was Natasha Romanova.
See, Natasha knows sacrifice. Alone of the Avengers, she has sacrificed something she loved - everyone is willing to sacrifice themselves, but Natasha is willing to break other people's hearts as well as her own, and it wasn't so long ago that she said "I adore you - but I need the other guy" to Bruce Banner as she pushed him off a cliff. Of all the Avengers - of all the people sacrificed to the Soul Stone - she's the one who really understands what it means to actually make that choice, to destroy something you love to gain something you need.
So, the Soul Stone brings Natasha back. Not because the Captain returned it; there's nothing fair about the Soul Stone. But there must be a guardian, and Natasha is there, and Natasha is more suitable than any guardian it's had before. Natasha guards the stone, until the universe comes knocking again.
